libclc-git: update to 20160921

Browse source 
Use host g++ to build prepare-builtins. This fixes i686-musl and
also works for other target architectures because prepare-builtins
is not installed but a build time utility.

Newer versions of libclc require llvm-4.x which we do not yet have.
